Scott Walker signed legislation Wednesday making it a crime to photograph people under their clothes without their permission in what has come to be known as upskirting. Rep. Melissa Sargent (D-Madison), the lead sponsor of the measure, posted a saying the governor had signed the bill, which makes it a felony to use a camera, cellphone or other device to take pictures under someone's clothing without his or her consent. Perpetrators would be subject to imprisonment for up to 3 1/2 years and fines of up to $10,000.
